I am a citizen of Spokane Washington. I support a cumulative, programmatic EIS for the Millennium Bulk Terminal project. A site specific EIS is not broad enough to study the unavoidable adverse impacts at the mining sites, along the transportation corridor and at the terminal. I wish you to study the effect of the coal trains on the air quality in Spokane and the effect on public health. The carcinogenic diesel fumes from increased engines and coal dust must be assessed. If the plan goes forward there must be use of the highest level of dust abatement with the cleanest diesel technology and diversion of train tracks around high population centers. Railroads should bear the burden of increased health care costs. The EIS must also study the air quality at the Terminal as I understand the coal will be stored in a huge open air pile, where dust will be impossible to avoid.
