I am a citizen of Spokane, Washington. I support a cumulative, programmatic EIS for the Millennium Bulk Terminal project. I wish you to study the effect on surface water of coal dust, coal spilled during transit and from derailments. The train tracks are near to or over sensitive water areas. If the plan goes forward there must be dust abatement, and diversion of train tracks away from the water. The EIS must also address the amount of water necessary to keep the coal from spontaneously combusting, how this will affect water availability for human consumption and how the used water will be treated. What will the effects be not only on fresh but also ocean waters at the Terminal?
