Dear Members of the Scoping Committee,
I represent a community that will be severely impacted if we see an increase in train traffic due to coal heading to West Coast ports. Our house district is bisected by the BNSF rail line going through Billings Montana. We have about 20,000 people living in neighborhoods who will not be able to receive emergency services for the nearly 7 hours each day that trains will be passing through our city.
Both of the emergency rooms in our community lie north of the tracks. When trains are present, emergency vehicles that would normally cross at North 27th street need to divert to underpasses to the east or west which adds 28 blocks to the journey in either direction. During recent heavy rains, both of these underpasses were closed. Were this to happen while trains are passing through town, emergency vehicles would require an 8 mile detour to get a patient from the south side of the tracks to an emergency room. That is a great deal of time for someone fighting for their life.
I doubt Billings will be the only community facing this challenge. I strongly urge you to consider the negative impact to the communities along the way.
