RE: EIS scope for Millennium Bulk Terminals-Longview, LLC (MBTL) proposal to construct and operate a coal export marine terminal in Cowlitz County, Washington. To whom it may concern: To determine the EIS scope for the proposed coal export terminal, several areas of environmental concern must be identified, and major alternatives should be evaluated. Overall, the EIS must fully address potential affects on environmental and community resources. This must include the initial coal extraction in the Powder River Basin, the shipments through my region and others, and transport on the high seas. Moreover, the EIS must assess regional and global atmospheric effects from electrical plants in Asia that would be fueled by this coal being proposed for export. Finally, the available alternatives -- such as renewable energy sources like wind, solar & biofuels -- must be assessed. All of these factors must be fully considered in the EIS, as is stipulated in the National Environmental Policy Act. Thank you for considering my input. Sincerely, -Andrew Butz
