On January 15, 2013, the National Park Service (NPS) submitted a comment letter to the Co-Lead Agencies for the Gateway Pacific Terminal/BNSF Custer Spur EIS recommending the types of analyses that should be included in the EIS. Our comments covered five general categories: the scope of the EIS, air quality impacts, impacts on aquatic habitats and wildlife, effects on visitors to NPS areas and climate change. Because we believe similar analyses should be completed for all coal export terminals proposed in the Pacific Northwest that have the potential to affect NPS areas, we copied Ms. Danette Guy, U.S. Army Corps of Engineers lead for the Millenium Bulk Terminals-Longview project, on our January 15 letter. To ensure our comments are reflected in the Millenium Bulk Terminals-Longview scoping process, I am now re-submitting the letter (attached) during the official comment period.
